Evaluation
As provided in the art. 44 of Regulation (EU) 2021/1060 , the Managing Authority carries out evaluations of the Program in relation to one or more criteria, such as: effectiveness, efficiency, relevance, coherence and added value of the Union, in order to improve the quality of its design and implementation.
In line with the previous programming cycle, Regulation (EU) 2021/1060 provides that the evaluation activity is carried out continuously throughout the entire implementation period (art. 40 on the functions of the Supervisory Committee) with the aim of increasing knowledge about the progress of the programmes, the prospects for achieving the set objectives or the reasons behind a possible misalignment from them so that decision makers and other interested parties can make timely decisions to support the implementation of the programs and for the possible reorientation of policies.
The art. 44 of Regulation (EU) 2021/1060 provides that the Evaluation Plan (EP) is drawn up and approved by the Supervisory Committee , a document that outlines the approach and objectives that the Managing Authority (MA) intends to ensure in implementation of the evaluation activities of the National Culture Program 2021-2027. The PdV is aimed at the MA’s need to equip itself with a governance tool for evaluations, capable of defining the general strategic framework within which they must be carried out, using the cognitive outcomes of the evaluation activities to improve the action of the Program and achieve the expected results.
Furthermore, in compliance with art. 12, Title II, Part II of Legislative Decree 152/2006 and subsequent amendments. a preliminary check was carried out on whether it was subject to Strategic Environmental Assessment (SEA) in reference to the interventions envisaged in the Culture NP.
Finally, with the aim of defining the methodology underlying the reference framework for the effectiveness of implementation referred to in art. 17 of Regulation (EU) 2021/1060, the Report illustrating the methodology to establish the reference framework for the effectiveness of the implementation of NP 21-27 was drawn up .
