    Management and control

    The management and control of the Culture NP, in accordance with the provisions of community legislation ( Regulation (EU) 2021/1060 ), are the responsibility of the Managing Authority (MA) which, therefore, takes steps to adopt the necessary measures, including organizational and procedural, to ensure the correct use of financial resources and timely compliance with applicable European and national legislation. To achieve its objectives, the Management Authority of the Culture NP 2021-2027 draws up and adopts the Management and Control System (Si.Ge.Co.), i.e. the document that outlines the structure, functions and procedures implemented be by the Managing Authority. According to the provisions of the art. 69 of Regulation (EU) 2021/1060, the Management and Control System has the objective of guaranteeing the functioning of the National Program according to the principle of sound financial management. In particular, the Management and Control System ensures the existence of fundamental requirements such as:

    • Separation of duties;
    • Appropriate criteria for selecting operations;
    • Adequate information to beneficiaries on the conditions applicable in relation to support for selected operations;
    • Availability of a reliable electronic system for exchanging and storing data;
    • Appropriate procedures for the management declaration, to ensure the legality and regularity of expenditure recorded in the accounts, for the submission of payment requests and accounts.
