Management Authority

The Managing Authority is responsible for managing the Program in order to achieve its objectives. In particular, it selects operations on the basis of non-discriminatory and transparent criteria and procedures, supports the work of the Supervisory Committee and supervises the intermediate bodies. Pursuant to art. 72, paragraph 1, of Regulation (EU) 2021/1060, the functions of the Authority are as follows:
  • Provide criteria for the selection of operations;
  • Carry out Program management tasks;
  • Support the work of the Supervisory Committee;
  • Electronically record and store data relating to each operation necessary for surveillance, evaluation, financial management, verification and audit purposes and ensure the security, integrity and confidentiality of data and user authentication.
Furthermore, the MA promptly provides the Supervisory Committee with all the information necessary to carry out its tasks and follows up on the decisions and recommendations of the Supervisory Committee. Regarding the selection of interventions, the MA:
  • Establishes and applies non-discriminatory and transparent criteria and procedures;
  • Ensures accessibility for people with disabilities;
  • It guarantees gender equality and takes into account the Charter of Fundamental Rights of the European Union, the principle of sustainable development and the Union’s environmental policy.
The criteria and procedures ensure that the operations to be selected are defined by priority, in order to maximize the contribution of Union funding to the achievement of the objectives of the Programme. The functions of Management Authority of the National Culture Program 2021-2027 are carried out by the Ministry of Culture, General Secretariat – Service V Contracts and Program Implementation. EU Contact Point Within the structure of the MA, the Contact Point is identified with the task of ensuring the effective application and implementation of the Charter of Fundamental Rights of the EU and the conformity of the Program with the provisions of the latter. The Contact Point carries out the following tasks:
  • Ensures compliance with the Charter of Fundamental Rights of the EU, also in the phase of defining the selection criteria adopted by the Monitoring Committee;
  • Examines any complaints and, if necessary, involves the relevant bodies, also in order to identify the most effective corrective measures to submit to the MA;
  • In cases of ascertainment of non-compliance with the Charter, possibly also on the mandate of the Supervisory Committee, it will be able to ensure the necessary follow-up actions and verify that suitable measures are put in place to avoid the occurrence of similar cases in the future.
