Energy efficiency and risk reduction related to catastrophic natural events

A resilient, greener and low-carbon Europe For the second Priority are allocated 252,850,000.00 euros for the implementation of five different Actions:

Action 2.1.1 | Creation of structural and plant interventions for the energy efficiency of state cultural places

The action aims to improve energy efficiency in state and regional public buildings, such as archives, libraries and monumental complexes with energy problems. Priority places for energy efficiency will be identified and interventions based on energy diagnoses will be carried out. These diagnoses aim to understand the energy consumption of buildings to identify energy saving opportunities. The lines of intervention include the insulation of buildings, the use of innovative technologies for lighting, air conditioning, driving force and the improvement of internal energy networks. Furthermore, digitalized systems for the energy management of buildings and network remote control devices will be installed. The adoption of digital technologies for monitoring and remote control will also be tested, including application in robotics.

Action 2.1.2 | Pilot construction sites. Interventions for the energy requalification of monumental complexes of particular historical-artistic importance

The action is aimed at improving energy efficiency in 10 large historical-artistic monumental complexes, operating in synergy and complementarity with the action dedicated to improving the safety of monumental complexes from natural risks (seismic, hydrogeological instability, etc.). These interventions are considered exemplary and can be used as “pilot sites” for methods, techniques and innovations, directly involving universities and research institutes of the Ministry of Culture. They will be selected based on parameters such as the age of the buildings and the need for energy improvements. The planned phases include the identification of buildings, the energy diagnosis, the definition of priorities and the design and implementation of the interventions. The energy requalification will follow efficiency criteria corresponding to a medium-level renovation or a reduction in greenhouse gas emissions of at least 30%. Renewable energies can be used, such as solar and photovoltaic panels, for the self-consumption of renewable energy for thermal and electrical uses, in addition to any storage.

Action 2.4.1 | Implementation of interventions to prevent and secure cultural places from seismic risk

The prevention and safety interventions will be carried out as a priority in around 20 places of culture (building complexes or individual buildings) with the highest vulnerability for structural, historical-artistic or environmental reasons. The priority of the interventions to be carried out will be defined on the basis of assessments, in the reference areas, between seismic risk and vulnerability of the cultural heritage. To this end, the databases (ISPRA, Civil Protection, INGV) available at the competent institutions and the risk map information system developed by the MiC will be used (see MiC, DG Cultural Heritage Security and ICR – Central Institute of Restoration , Risk card). The types of intervention may include: structural interventions aimed at making buildings or building complexes safe; monitoring, remote control and warning devices suitable for the prevention of specific events; management of exhibition structures and warehouses suitable for the protection of particular categories of goods.

Action 2.4.2 | Interventions to prevent the loss of cultural heritage assets involved in calamitous events and for the sustainable management of the recovery processes of the historic building heritage

The action is aimed at carrying out 12 initiatives to improve the resilience of cultural heritage during disaster events, through two lines of intervention: The first line of intervention is aimed at creating 2/3 temporary deposits (Recovery art) in existing buildings in which to conserve movable cultural assets safely during disaster events; The second line of intervention is aimed at creating storage places for materials recovered from building recovery interventions or disaster events. These materials will be reused to meet the demand for the supply of materials and decorative elements in the historical heritage recovery processes. The initiative also aims to stimulate new local businesses, offering qualified job opportunities for young people. It is inspired by the positive experience of the “Porto Materials Bank” in Portugal, which contributed to preserving rare goods and valuable collections, making them available for reuse by citizens.

Action 2.4.3 | Pilot construction sites. Interventions for the prevention and safety of natural risks of monumental complexes of particular historical-artistic importance

The action is aimed at the renovation, through integrated projects, of 10 large monumental complexes of particular historical-artistic importance to be identified as a first approximation in each of the regions affected by the Programme, which require the implementation of interventions for prevention and safety by natural risks, mainly connected to hydrogeological risk. The action operates in synergy and complementarity with action 2.1.2. of energy requalification in the same monumental complexes. The integrated energy and natural risk prevention intervention will allow a high-profile modernization of complexes that require essential interventions for their correct conservation.
