Technical Assistance

The objective of the Technical Assistance Priority (TA) is to ensure the availability of suitable tools and skills to guarantee effective and efficient implementation of the Program from both a managerial and technical point of view, in direct support of the MA and the other MiC structures involved in the implementation and for the benefit of the implementers/beneficiaries. 16,208,333.00 euros are allocated to the Technical Assistance Priority. The areas of intervention of the Priority are the following:

 Program implementation and management

 
  • Updating and perfecting the functionality of the information system, responsible for ensuring the recording of data relating to each operation, necessary for monitoring, evaluation, financial management, verification and audit, which must be transmitted to the national authorities and the Commission European;
  • Assistance in the implementation of the information system for management and monitoring to guarantee the constant availability of the progress of the program and the verification of alignment with the expected objectives;
  • Assistance to the MA in planning, implementation and coordination activities, including support in activities related to the functioning of the Monitoring Committee and partner involvement activities in the various phases of implementation;
  • Assistance to the structures responsible for financial management activities and control of operations;
  • Assistance to the MA for the definition of measures relating to capacity building/implementation and management of the program in the sector of prevention of irregularities, fraud and corruption;
  • Assistance at a territorial level to the implementers/beneficiaries responsible for the implementation of the most complex interventions and of significant financial value.

Support for strengthening administrative capacity and implementing the administrative regeneration plan

 
  • Actions aimed at improving the efficiency of the MiC contracting stations and the use of the Central Procurement Office, increasingly directing it towards the role of a specialization center suitable for improving the planning and implementation capacity of public investments;
  • Accompanying actions of the structures of the MiC, of the territorial and local authorities and of other public and private subjects involved in the definition of local projects of cultural participation which envisage forms of public-private collaboration and partnerships in the creation of cultural services and activities.

Evaluation

 
  • Preparation of the Evaluation Plan to be submitted to the Monitoring Committee within one year of the decision to approve the program;
  • Carrying out evaluation research on the implementation and effectiveness of the programme, in order to improve the quality of the planning and implementation of the programme, also providing for the implementation of ex post evaluation of operational components of the 2014-2020 program useful for guiding choices of the new cycle;
  • Carrying out studies, research and in-depth analysis on the various themes of the Program in order to more effectively direct the various planned actions.

Information and communication activities

 
  • Development of a communication strategy aimed at increasing knowledge and awareness of the Cohesion Policy and the NP in regional territories, through the involvement of stakeholders and citizens and to promote access to the Program opportunities;
  • Implementation of the actions envisaged by the communication, animation and information strategy such as the implementation of web pages dedicated to the NP accessible from the MiC portal, the creation of information material on paper and IT media, the creation of information campaigns, seminars, events for return the results of the program, also as an outcome of evaluations, and linked to sectoral and thematic aspects, etc.

Participation in the institutional coordination and discussion committees and tables provided for in the Partnership Agreement

 
  • Discussion table between the MA of the NP and the MA of the PR for the coordination of programming and implementation choices in the themes and/or with reference to the operational components considered most relevant for their territorial implications; in this context, during the implementation phase, cooperation protocols and operational implementation agreements may be necessary in relation to initiatives and/or interventions that require the joint participation of the MiC and the Regions;
  • Technical table dedicated to the coordination of the programs co-financed by FS and the NRRP, aimed at verifying the areas of complementarity and synergies, evaluating any implementation criticalities and identifying the strengthening and support actions for the administrative structures directly involved in the implementation of the investments;
  • Thematic tables/Working groups of the AP Committee, relating to specific policy areas /territorial areas / intervention approaches to delve deeper into transversal issues, with particular regard to environmental and climate issues, to territorial strategies relating to OP5 which have connections with the actions of the NP.

MiC has introduced innovative methods in the implementation of the business support line (Action 1.3.1), valorising the best experiences conducted in 2014-2020 through the Cultura Crea regime which takes the form of attributing a strategic role to the main institutions and organizations (public or private) in the country competent for the specific cultural sectors involved, which will be called upon, upstream of the action implementation process, to provide addresses and guidelines that will guide the preparation of project proposals by the proposing cultural enterprises , providing for the establishment of control rooms dedicated to the various sectoral areas. This entails the need to ensure accompanying actions, in a first phase, to the activities of the control rooms and then aimed at the empowerment of the entrepreneurial subjects who belong to the supply chains that the NP supports, through the transfer of skills and know-how, in line with the directions of the control rooms, in the areas of digitalisation of production processes, business plan, taxation, networks and internationalisation, promotion and communication, the legal context, etc., up to the definition of the project ideas that will be proposed by the companies and by Third Sector entities carrying out economic activities to be selected within Action 1.3.1. This process of accompaniment and capacity building will be ensured with the resources of the TA through the involvement of highly competent individuals to be identified through public evidence procedures.
